Dr. Mary Talusan-Lacanlale

President

Mary T. Lacanlale, PhD is Associate Professor and Chair of Asian-Pacific Studies at CSU Dominguez Hills. Her two kids have been involved with FCS for four years, and she served as vice president before taking on the role of president. She graduated with a doctorate in ethnomusicology from UCLA and performs with the Pakaraguian Kulintang Ensemble.

Tressa Ramirez

co-Vice President

Tressa Ramirez is an alumni of FCS and proud FCS parent. She is a Provider Relations Representative and graduated with a BA in Communication and Media Studies from CSU Fullerton.

Jaymee Castrillo

co-vice president

Jaymee Castrillo is Senior Legal Counsel for Monster Energy’s Marketing and Promotion. She graduated from UC Berkeley with a BA and law degree.

Brandon J. Reilly

Treasurer

Brandon J. Reilly is an Associate Professor in History at Santa Monica College. He researches and publishes widely on global Filipino history. He has served in served in various offices since joining FCS in 2014. He grew up and currently resides in Artesia with his partner Nayna and their son Lorenzo and Siddhartha. Dr. Joyce Rivera Javier

GENERAL BOARD MEMBER

Joyce Rivera Javier MD, MPH, MS , FAAP is an Associate Professor of Clinical Pediatrics at Children's Hospital Los Angeles, Keck School of Medicine of USC in the Departments of Pediatrics and Population and Public Health Sciences.

Dr. Javier is a physician and public health scientist who completed her pediatrics training and postdoctoral general academic pediatrics fellowship at Stanford University and her MPH in Epidemiology at UC Berkeley. She is an expert in using community-based participatory research and evidence-based parenting interventions to promote the emotional well-being of diverse youth. She has over 20 years of experience in practical applications of public health and informing policy action in the areas of health equity and mental health promotion.

Dr. Javier has been the Principal Investigator on over 20 federal, foundation, and institutional awards. She leads the Filipino Family Health Initiative, a nationally recognized program in community-based participatory research to prevent depression and suicidal behavior among families of color. This initiative involves partnering with community-based organizations, schools, churches, and families to implement evidence-based parenting interventions in real-world settings.

Moises “Jun” Aglipay

General Board Member

Jun Aglipay is an active member of the Filipino community, serving for Larry Itliong Day, Filipino American History Month, Carson Kiwanis, and Red Ribbon Week Committee Member in Carson, CA. He has served as Philippine Independence Day Foundation (PIDF) President/ Chairman (2015-2019), Filipino Community of Carson (FCC) External-Vice President (2016-2018), and Vice President of Membership for Filipino American Chamber of Commerce-Southbay Los Angeles Area (FACC-SLAA) (2018-2019). He was a board member and vice president of Long Beach Parol Lantern Festival as well as board of director for Long Beach Bacolod Association. He is an active performer for Sampaguita Youth Dance Troupe, alumni dance advisor for CalState University of Long Beach (CSULB) PCN, and performer and advisor for Festival of Philippine Arts and Culture (FPAC).

Lawrence Macapagal

Paolo Roca

Rey "Paolo" Ernesto J. Roca III is a distinguished clinician who is passionate about healthcare, education, and advancing the Filipino community. With an exceptional academic background, he is revolutionizing clinical practice, enhancing patient care, and advocating for healthcare equity.
Currently pursuing a Doctor of Philosophy in Nursing at the esteemed University of California, Los Angeles (UCLA), Paolo's research focuses on improving the health outcomes of Asian Americans, specifically the Filipino community, in relation to type 2 diabetes. His commitment to understanding cultural factors in healthcare allows him to provide holistic and patient-centered care, making him a recognized leader in the field.

In addition to his academic achievements, Paolo holds licenses as a Registered Nurse and Public Health Nurse, along with certifications as a Nurse Educator and Psychiatric Mental Health Nurse – Board Certified. This diverse expertise strengthens his impact within the medical profession.

Paolo's clinical experience is extensive and meaningful. As a Clinical Educator at Providence Health System, he supports a team of 200 nurses by providing guidance in nursing assessments, care planning, and complex problem-solving. He also leads the development of innovative educational programs to enhance the skills and competency of the nursing staff.

Paolo's dedication to education is evident through his roles as an Adjunct Professor at Charles R. Drew University and a Teaching Associate at UCLA. He takes pride in mentoring and instructing nursing students, shaping the future generation of healthcare professionals.

Beyond his clinical and teaching roles, Paolo actively engages in community leadership. As the former President of the Filipino Cultural School Board, he works collaboratively to develop educational initiatives that celebrate and promote Filipino culture.

As a visionary leader, compassionate caregiver, and unwavering advocate, Paolo is dedicated to advancing nursing practice and uplifting the Filipino community. His commitment to bridging gaps, promoting equity, and advocating for sustainable healthcare policies will leave a lasting impact on the field of healthcare and beyond.

Rachelle Ang

Rachelle Ang has been an FCS parent since 2016 when her son started in Binhi as a 5 year old.  She is a Licensed Clinical Social Worker and works as a case manager in the counseling center at CSULB.  Her father is from Bicol and mother is from Pagbilao.  Born and raised in Southern California, she attended UC Irvine and was secretary of Kababayan.  She participated in their PCN as an ailing Lola and also had a cameo role as Imelda Marcos.  She spent 3 months in the Philippines while in graduate school as a Fogarty Minority Fellow working with survivors of intimate partner violence.  She graduated with her Master's in Social Welfare from UC Berkeley and served as co-chair of the API social Work Students Group. She is on the core leadership committee of the Asian Pacific Islander Network at CSULB and passionate about creating community and solidarity amongst AAPI folk especially with Filipino Americans.
